1. The water levels for red, orange and blue alerts in all the dams under the control of KSEB and the rule curve mentioning the conditions for opening the dam shutters should be informed and permission must be obtained from the DDMAs of the districts where the dam is situated and where the dam water flows before 10th June.

2. Not all dams controlled by KSEB have three types of red, orange, and blue warnings. Notify all the District disaster management authorities of all districts on the waterway specifically for which dams are affected.

3. The K.S.E.B should try to provide such a preliminary warning for the districts before 36 hours. All the dams on the waterway are open only with the permission of all collectors.

4. Don’t allow to open the shutters of dams, which were not open in daylight, in the time between 6 pm to 6 am.

5. The dams can be open only after checking the ocean state in the time of high tide from the website of INCOIS.

6. Some small dams will not meet this requirement. Therefore their table attached in the annexure. The department concerned should obtain permission from the district collectors, who are in the area of the water way.

7. Inform the public through EAP based siren before open the dam.

8. Ensure that the district disaster management authority obtains 24 hours from the time of blue alert to the time of the red alert.

9. Ensure that the district disaster management authority obtains 24 hours from the time of orange alert to time of the red alert, which has only the orange and red alerts.

10. Publish a pamphlet in Malayalam, covering the topics that the public and local bodies should aware of each dam as per the Emergency Action Plan (EAP). This pamphlet should include the details about how to give warnings, who may give the warnings on how to shift them in an emergency situation etc. This pamphlet should also include the details about the people who live in the lower lands, safe places for them, transportation, evacuation routes, etc.

11. The electricity connections should be available for the drinking water supply without any interruption

12. Arrange the nearest feeder to supply electricity to get the necessary drinking water during the power interruption.

13. Disconnect the electrical connection in the area of which the electrical lines break down due to the wood fall, wind, or landslide. Give the information about the area of electrical line breakdown and the public to take the requirement of safety through K.S.E.B mobile message. Inform these to the local bodies, village officer, and police

14. Ensure the proper working condition of shutters of spillways, dams, and barrages and submit the report to District Disaster Management authority before May 30.
