5.12 The Department of Mining and Geology

1. Give the advice to stop the rock mining works for a 24-hour period without rain, if there are two days of continuous heavy rainfall.

2. Proper inspection should be done to all the quarries during all rainy season. If there is a possibility of landslides / rock breaks, please advise to close such quarries immediately.

3. Removal of soil from the hilly terrain, construction of deep ditches and deep soil construction should not be allowed for two consecutive days in rainy areas. If this is the case, provide a stop memo. Issue the order to the Secretary, Village Officer, Police Station, and Local Self Government for the implementation of the same.

4. The villages most likely to be vulnerable to earthquake / landslide / soil piping should be registered once a month with the soil management officer. The above said list of villages can be get it from the concern district collectors or the hand book, the link is given here.

(https://sdma.kerala.gov.in/wp-content/uploads/2018/11/ILDM_2014.pdf). Advise the District Collector on whether to visit the affected areas where earthquake/landslide hits in 2018 2019 and resettle them in areas where there is a risk of disaster.

5. Water bodies/ ponds in rock mines should be protected with a strong and high barbed wire fence/ wall. All private rock mine owners should complete this activity within 45 days. It is also applicable for owners of rock mines that are presently dysfunctional.

6. It is the duty of the department of mining and geology to construct barbed wire fence/ wall around the water bodies/ ponds in dysfunctional rock mines in the barren land.
