5.5 Police

1. Evacuation duty and rescue operations should be monitored by the police.

2. The local self-government has prepared a framework for reducing the hazard of disaster unlike last year. The most important directions in the framework are given below. The police station, fire station, and taluk control room must be given the list and contact no. in accordance with the data in the framework.

  1. Panchayat wise plot that is fit to run a relief camp

  2. details about the locations and the category of people who might be hit by the serious hazard of the disaster are given below.

    1. The residents of government land.

    2. The residents in colonies and the residents in the shore of reverse or any water body.

    3. Residents in the side of the field

    4. Residents of hill valley and remote area.

    5. Those who live in the houses hit by landslide and soil erosion in 2018 and it is found unfit for the residents by the geological survey of India.

    6. Those who live in the houses hit by landslide soil erosion and flood in 2019 and it is found unfit for residents by state and district disaster management authority.

    7. The families in the government land whose houses are completely perished or uninhabitable.

    8. Those who have not finished the reconstruction of the house by making use of relief funds.

3. Priority has to be given to those who come under 5.4 (5) (B) (a to h) list when evacuation is conducted on the basis of warnings. And village officers should confirm that this priority order is determined by Local self govt. institutions and should hand over to the concern police office for review.

  1. If the details of such residents are not included in the local self govt. Disaster management program at present, it should be prepared with the election booth level officers and the concerned local self govt. institute.

  2. Give instructions to local self govt. institutes that, when evacuation is being conducted in a particular district /Taluk/Area, priority has to be given according to this list.

  3. If today is yellow alert and tomorrow is Orange/Red alert, today evening itself, the people who live in the disaster-prone area have to be shifted to nearby camps. This has to be done by Local self-government institutes and village office.

  4. People who come under 5.4 (5) (B) (a to h), should be shifted to nearby camp if orange alert is announced in that area.

  5. If any of the family requests to relocate to the camp at any time, then we should contact Revenue Department for the same.

  6. if an orange alert is issued regarding the water level in the river flowing through the local self government department, then it is mandatory to evacuate the persons in the table given in 5.4 (5) (B) (a to h) to the camp.

  7. Work with the Police force, Fire rescue Department, revenue department to clear the 2018 & 2019 flood victims in the immediate aftermath of red alert.

  8. For this purpose, the mobile no. of such families has to be kept in the Local self-government institute and village office.

4. In the situation of evaluation and rescue operation, pregnant women, children, handicapped, and differently – abled ones should be given priority.

5. The details of JCB, HITACHI, and HITACHI With chain belt, boats, and electric tree choppers are available in local self-government institutions with the names of its owners and their phone numbers.

6. Ensure weather alerts and disaster response authorities are issued to all police station. State Authority directives are issued through the Authority's EOC Group, State Police Monitoring Room, District Police Chiefs, and IPS groups.

7. Ensure that a Senior Civil Police Officer, along with VHS, is present throughout the day on shift basis at District EOC.

8. When instructing to avoid night time hiking in the hilly region, ensure that the route is implemented on such a route, and maintain regular patrols on such routes.

9. Provide direction to avoid tourism along coastal, rivers and backwaters.

10. Immediately after the evacuation proposal was issued by the district disaster management authority, the people who are staying should evacuate to nearby camps. Keep the list of camps in advance from tahsildars

11. Regular patrolling should be done near the temporary evacuated areas.

12. Contribute volunteers and help concerned victims to ensure that disaster relief is uniformly distributed across caste, religious and sectarian thinking.

13. Strictly discourage anyone from taking selfies and visiting disaster areas.

14. Ensure that the work of a National / State / District Disaster Management Authority or a voluntary charity without the approval of the Central / State Governments does not occur in the disaster area.

15. Every key information about the disaster from the police control room should be passed to district EOC with immediate effect

16. The recognized volunteer groups, political parties, and other well-wishers who come forward for rescue operations should be participated and guided.

17. Women and Child development should ensure that children and women are not trafficked in the event of disaster

18. Women and Child Development must ensure that there is no violence against children and women in the camps

19. Ensure local support and leadership is needed when deploying central forces

20. The distribution of raincoat, PPE kit (Annexure 7), washable footwear, and torch to every police officer in the rainy season should be considered. This may be useful in danger or for others in an emergency.

21. The things to be included in the list (per head) have been attached in annexure 7

22. If there is a helicopter landing situation in the district, complete the steps below

  1. If there is a waterlogged area, take action with the Public Works Department to remove the above

  2. Take action with the help of Public Work Department to remove trees, rods, or ropes that may be prone to helicopter damage

  3. On arrival of the aircraft, the state authority must give warning to the helicopter.

  4. At least one hour before the helicopter arrives, mark the landing site and remove all persons within 50 meters of this location.
