3. Functions of SEOC
1. During the disaster, SEOC should act as State level Incident Command

3. As mentioned in the Incident Response System, during the disaster emergencies the staff of SEOC will work as the General staff of State Relief Commissioner. Also, SEOC is envisaged to have state of art communication facilities for communicating with all stakeholders during the time of emergency or a disaster.
4. Give instructions through mail or WhatsApp, to district disaster management authority and other control rooms by 3 pm, in accordance with the next day’s weather contemplation based on the daily bulletin at 1.pm by the central weather forecasting department.
5. The fisherman should be warned daily in the event of the catastrophe
6. Depending on the intensity of the disaster predicted, the SEOC should communicate the warning alert either through Phone, Fax, Email, and SMS to the District disaster management authority, Control rooms.
7. SEOC shall first inform District Collector directly by phone when an alert/early warning is given, afterward also to District EOC’s.
8. The State EOC should perform weekly inspections of all the satellite phones, mobile phones, land phones, internet services used by district EOCs
9. Prepare and send Hazard Zonation maps for all villages, taluks, districts, and maps showing government offices in each area, hospitals, schools, roads connecting them, important canals, rivers, backwaters, reservoirs as pdfs.
10. All the data from the department concerned should be collected and forward to the central government.
11. The early warning should reach the public through various agencies, newspapers, radio, and television
12. Establish communication among SEOC, DEOC, police department, fire fore, through the hotline
13. State authority will facilitate necessary support for emergency response by availing the services of central forces if demanded
14. Preparation of memoranda of catastrophe to the central government if in need
15. Guidelines on the proper utilisation of the relief fund should be given to the disaster management authorities.
16. Data on damage, the loss should be given to the media by 12 noon a day the day before
17. Maintain a close liaison with the media for dissemination of the warning and response actions related information from SEOC as & when needed.
