5.32 Department of Industries and Commerce
1. Chemical Emergency Response Center should Issue guidelines to mitigate disaster risk in factories during the rainy season.
2. Verify that factories, where hazardous chemicals are present, have been placed in areas where they are prone to flooding. If necessary, please advise them to move to non-risk areas or areas unaffected by flood during the rainy season with adequate safety precautions due to other rules.
3. Check for the draining of dangerous chemicals in the rainy season. If yes, then Notify the District Disaster Management Authority immediately. The police, through the press, inform the public of these places and suggest a remedy.
4. Inform the Local Self Government Officer where that area may be exposed to hazardous pollution
5. Ask the Department of Industries and Commerce to list the hazardous chemicals in Kerala, how much, and where, before June 1(Along with the name of the local self-government). If such contaminants are combined with water, dirt, or air and are life-threatening, report the processes, drugs, etc. The establishment of government hospitals in these catchment areas with immunization is necessary.
