5.3 Land revenue

1. It is the department which has the duty of coordination and relief during like situations 2. Unlike last year, local self-government has prepared disaster management plans this year. Among them, the following information has to be checked and should overview it at Taluk level. And the list and mobile numbers should be kept in Taluk control room, village office, police station, fire station

A. The places where we can conduct camps -Panchayath wise B. The details of sections, and areas where the consequences of the disaster are higher.

a) A resident of the sub-urban area b) The resident on the banks of rivers and water bodies and colonies c) Resident by field d) Resident in the hillside and isolated areas e) Residents of those areas which are marked as 2018 soil erosion /landslip affected by Geological Survey of India f) One who lives in houses that are reported as Non-habitable by the state/district disaster management authority in 2019 soil erosion/landslip/flood. g) Residents of the suburban area whose houses were collapsed completely or became non-habitable h) Those who haven't completed the rebuilding by utilising the disaster relief fund.

C. The list of emergency response team prepared by local self govt. Institutions and the contact no of the team members

D. Details of JCB, HITACHI, HITACHI with a chain belt, boat, electric wood cutting machines, and the name and mobile no of its owners

3. Priority has to be given to those who come under 7.1.3(2) (B) (a to g) list when evacuation is conducted on the basis of warnings. And village officers should confirm that this priority order is determined by Local self govt. institutions.

a) If the details of such residents are not included in the local self govt. Disaster management program at present, it should be prepared with the election booth level officers and the concerned local self govt. institute. b)Give instructions to local self govt. institutes that, when evacuation is being conducted in a particular district /Taluk/Area, priority has to be given according to this list c) If today is yellow alert and tomorrow is Orange/Red alert, today evening itself, the people who live in disaster-prone areas have to be shifted to nearby camps. This has to be done by Local self govt. institutes and village office d) For this purpose, the mobile no.of such families has to be kept in the Local self-government institute and village office. e) If Orange alert exists in the district, compulsory they have to be shifted to the camps. If any of those families request to shift to camp on these rainy months, the camp has to be conducted.

4. In the department's state /Taluk control room, an official who is not lower than deputy Tahasildar has to be an appointment in shift basis 5. While evacuation or rescue operations, the first priority should be given to pregnant ladies, children, handicapped, and differently-abled. 6. To use in emergency situations at the district level, an agreement with Tarpaulin and bet workers had to be decided as per central govt. Ltr No 33-/2/2015- NDM-1 dated 17th April 2015 from the Ministry of Home Affairs, Govt. of India. Use only if it is necessary. 7. To use in emergency situations, vehicles, generators, cranes, JCB, and other equipment for relief works (plates, firewood etc.. ) have to be arranged by inviting rate contract as per central government letter No. 33/3/2015 NDM -1 dated 17th April 2015 from the ministry of home affairs. 8. Confirm that Annexure 1 and 2 are available from Taluk level, time boundedly

9. The range and intensity of damage of houses and other buildings in notified disaster should be assessed in percentile as per GO (Ms)no. 25/2019/DMD dated 23/08/2019. For this purpose, the land revenue commissioner will give detailed instructions after developing a mobile application. Like this damages will be given financial assistants from the state disaster management fund as per GO(Ms)no. 25/2019/DMD dated 23/08/2019. The further order will be issued if the government decided to impart fund from CMDRF 2020-21.

10. For the requirements like the protection of watershed and houses on the seashore- panchayath, municipality and cooperation can spend maximum 2 lakh, 3 lakh, and 5 lakh respectively from 2245-02-101-94-flood other items for payment of sand-filled sacks and affixing geo-tools in case local self-government institutions, irrigation department and agricultural department have no sufficient fund to spend.

11. This work can be done only after acquiring the permission of tahsildar. Thahasildar can give permission only after being convinced of the minimisation of the disaster by the work of his certification.

12. As per GO (Ms) no. 1/2019/DMD dated 11/1/2019 in accordance with the scale of rack and ruins in the percentage of the report on rack and ruins of those who live in government land and their partly damaged houses-against each category can allow financial assistants from state disaster response fund. That is referred to in GO (Ms) no. 25/2019/DMD dated 23/8/2019

13. All the disaster relief funds can be transferred into the individual’s bank account via direct benefit transfer. Money or cheque cannot be issued directly.

14. Measures as per Annexure 5 should be taken in the situation of the COVID 19 outbreak.

15. Data collection of rack and ruins and casualty should be directly done by village officers are given below.

a) To collect the report on the destruction of house and property in the application recommended by land revenue commissioner in collaboration with local self-government engineers.

b) To collect day today's camp report in the application recommended by a land revenue commissioner.

c) To make avail the report on a casualty with police FIR in district disaster management authority. The relatives of the deceased in the notified disaster are the only deserving people to get financial aid from the state disaster response fund. The police FIR report can be depended on this.
