3.1.2 Central Armed Forces (Indian Army, Indian Navy, Indian Air Force, Coast Guard, BSF, CRPF, ITBP
All Central Armed Forces may conduct a reconnaissance to the most vulnerable areas of all
districts of Kerala
All Central Armed Forces may source all hazard prone area maps, road network maps and
helicopter landing sites from KSDMA
All Central Armed Forces may conduct necessary orientation of hazard proneness of
Kerala to field commanders in collaboration with KSDMA, if needed
All Central Armed Forces may ensure that adequate number of boats, BAUTs and out
board motors are pre-positioned in Kerala
In the case of deployment of Central Armed Forces and Paramilitary Forces, the District in
which the unit resides will provide necessary logistic support and facilitate heavy-duty trucks
and buses if needed. While deployed in a district, the concerned District Disaster
Management Authority will provide logistic support, including fuel, boarding, and lodging
facilitation to the NDRF teams.
Indian Airforce may pre-position 2 heavy-lift helicopters for immediate deployment in
Kerala
A closed cover communication will be provided to Armed Forces indicating the critical
mobile numbers and satellite phone numbers of the State
All deployment requests and communications will be initially via Mobile Phone Call from
State EOC (Fixed numbers), WhatsApp Group of KSDMA for Forces and email State
Emergency Operations Centre ([email protected] or [email protected]) after
which an ink signed copy of the directive from State Relief Commissioner (Principal
Secretary, Disaster Management) or Chief Secretary will be provided
If need be during L2 or L3 disasters, on request from State EOC, one officer with
necessary communication gear may be posted to State EOC for close liaison
In case of deployment for handling drowning accidents, Ernakulam Collectorate will liaison with the Indian Navy and Coast Guard based on the request from concerned District Disaster Management Authorities. SEOC will intervene only in case of notified disaster events.
In case of in-sea accidents involving Fishermen, the Fisheries Control Room at the Fisheries Department Headquarters shall directly liaison with the Joint Operations Command at INS Venduruthy and do the needful for ensuring adequate response.
The primary agency to respond to in-sea accidents other than the Marine Enforcement is
the Coast Guard. Navy should be called in only if Coast Guard specifically suggests for the
support of Navy
